Many leaders mistake compliance for buy-in. In one company, employees were required to ask three or four questions each month using a new internal AI tool. Their bonuses depended on compliance. Adoption reached 100 percent. But the more important question was whether people would keep using the tool if the mandate disappeared. Real buy-in is not created through pressure. The real opportunity was not with those doing the minimum, but with the employees asking 50-100 questions a month. These champions had found genuine value and their stories could help others see what was possible.
